  • Submission recommends CPI-based increase for WA workers

The State Government's submission to the Western Australian Industrial Relations Commission's State Wage Case has recommended the State minimum wage be increased in line with the Consumer Price Index (CPI).

Commerce Minister Simon O'Brien said the Government recognised the importance of ensuring the incomes of workers who were dependent on minimum wages or award rates kept pace with the cost of living.

"It's also important in the current economic conditions that we support the viability and competitiveness of our small businesses," Mr O'Brien said.

"An inflation-based adjustment represents a balanced and sustainable outcome for employers and maintains the standard of living of workers in this State."

WA leading the nation in job creation

  • WA unemployment and youth unemployment rates lowest in nation
  • Youth unemployment well below national average
  • State Government's local industry participation initiatives have helped WA business to secure more than $17.7billion in contracts since July 2011

Commerce Minister Simon O'Brien has welcomed Australian Bureau of Statistics (ABS) figures showing Western Australia's youth unemployment fell from 16.2 per cent to 11.8 per cent in April.

WA's youth unemployment rate was well below the national average of 22.5 per cent, and was in stark contrast to Victoria and South Australia at 26 per cent and 29 per cent respectively.

"The strength of the WA figures relevant to the rest of the nation is proof that Western Australia is the best place to be if you are looking for a job," Mr O'Brien said.

The Minister said coupled with the State's drop in the overall unemployment rate to 3.8 per cent (seasonally adjusted) in April, the data demonstrated the success of the State Government's strategies to increase local content and create more jobs for West Australians.

"These statistics are proof that the unions' claims that this Government is not doing enough to create local jobs are completely unfounded," he said.

Initiatives introduced by this Government include the Industry Facilitation and Support Program (IFSP), which offers dollar-for-dollar financial assistance up to $25,000 to eligible small to medium-sized enterprises looking to supply to major resource projects under way in the State.

Mr O'Brien said 56 WA companies had received a share of more than $1.2million under the IFSP to date, with another 16 applications being assessed.

The Minister said despite the improvement in the rate of Western Australia's youth unemployment, the State Government would continue to work with industry stakeholders on ways of reducing this further.

The Liberal-National Government has invested heavily in workforce development and training and increased the total number of training places, and the number of apprentices and trainees enrolled in training, to record numbers during this term of Government.

Commerce Minister Simon O'Brien today visited Decmil Group and Pressure Dynamics to see first-hand the flow-on benefits to Western Australian business from the relationships both companies have with major energy projects.

Osborne Park-based Decmil Australia is currently constructing the $72million Wheatstone Pioneer and Fly Camp package awarded by Chevron.

Pressure Dynamics, located near the International Airport, recently secured six separate orders that will see the company design and manufacture platform and topside equipment including production control and hydraulic power units for integration at Woodside's Greater Western Flank, Chevron's Wheatstone and Shell's Prelude projects.

Mr O'Brien said based on $17.7billion of publicly announced local contracts since July 2011, an estimated 63,012 jobs had been created. This is broken into direct employment of 18,408 and indirect of 44,604.

"The flow-on effects from these contracts to the economy, through the creation of jobs and reputation, will be significant," he said.

"Decmil is already sub-contracting to nine local businesses, and will generate further work for regional companies when the camp package is transported to Onslow on its completion later this year.

"These contracts demonstrate that WA industry is receiving contracts from offshore oil and gas projects that are both complex and exposed to competition from interstate and overseas. This refutes the claims made by the Opposition that the only contracts awarded by offshore projects are work that must be done here."

The Minister said Chevron had committed to approximately $4billion in contracts to Australian businesses on the Wheatstone Project to date.

"There are a diverse range of opportunities being generated by the major resource projects under way in the State and the WA community is benefiting," he said.

Mr O'Brien said the contract wins proved WA industry was capable of supplying complex, sophisticated and high value-add manufactured items.

"I was particularly impressed by both Decmil and Pressure Dynamics' commitment to quality assurance and product testing to ensure that the exacting standards of the off-shore oil and gas industry are satisfied," the Minister said.

Commerce Minister Simon O'Brien today congratulated Australian Marine Complex-based (AMC) BAE Systems on delivering the mast modules for the Royal Australian Navy's Landing Helicopter Dock (LHD) vessels.

The three mast modules, weighing 19 to 36 tonnes, will house equipment such as communications and combat systems, navigation, radar, search and track sensors.

Mr O'Brien said the modules would leave the AMC bound for BAE's Williamstown shipyard, for installation on the 27,000-tonne LHD vessels.

"Construction of the modules began in September 2011. I understand that BAE Systems' decision to undertake this project in Western Australia was linked to the capabilities within their site at the AMC," he said.

"This contract is a further illustration of the AMC's ability to attract an impressive variety of work from world-class customers such as the Royal Australian Navy, mineral and energy projects, and public and private transport authorities.

"BAE Systems' confidence in WA and the AMC is demonstrated by the $8million upgrade to its facility currently under way, including a new office and the expansion of transport facilities."

The Minister said the LHD project demonstrated the State's capacity to support the defence industry, as outlined in this Government's submission to the Defence Force Posture Review.

The review's final report, released last week, supports State Government calls for a greater defence presence in Western Australia's North-West.

Australian Marine Complex welcomes AME

  • AME Offshore Solutions has invested $3m to establish its new facility at Australian Marine Complex

Commerce Minister Simon O'Brien today officially opened AME Offshore Solutions new facility at the Australian Marine Complex (AMC) in Henderson.

AME's $3million investment in a state-of-the-art, purpose-built facility at the AMC will not only support the company's core engineering business, it will also allow the company to diversify and expand its suite of services offered to the local and international offshore industry.

Mr O'Brien said the Common User Facility at the AMC (AMC-CUF), equipped with a floating dock, self-propelled modular transporters, l50ha of lay-down area and five load-out wharves, played an important role in assisting Western Australian businesses to compete for major resource project contracts and succeed in the global business landscape.

"The AMC was developed to enhance the opportunities created by the clustering of like-minded and complementary companies and industry sectors," he said.

"This facility is one part of this Government's commitment to local content, which has now reached $17.5billion since our 10-point local content framework was released in July 2011.

"The many benefits of being located at the AMC, including close proximity to the AMC-CUF, have attracted AME to establish its new facility there and will enable the company to branch out and add inspection, maintenance and repair work services to its business activities.

"Having AME at the AMC is testament to the growth opportunities available for businesses in WA and the outstanding facilities available at the AMC-CUF."

Help for WA steel sector in tough times

  • State Government funding to better equip local steel fabrication industry

Commerce Minister Simon O'Brien today announced more that $82,000 in State Government funding to the Australian Steel Institute (ASI) to assist the Western Australian steel fabrication industry.

Mr O'Brien said the Government was conscious steel fabricators were in a tough battle to win local resource project contracts.

"While demand is strong, changes in technology, the increased presence of Asian fabrication yards and the strength of the Australian dollar are all impacting upon the competitiveness of local businesses," he said.

"This funding will enable ASI to engage expert assistance to consider how the industry could present 'value for money solutions' to project proponents.

"Potential strategies will include the possible formation of alliances and joint ventures, both within WA and with external partners."

The Minister said the Government was pleased to work with the ASI and its members on initiatives to enhance productivity and performance.

"It is important WA retains a viable steel fabrication, manufacturing and supply industry to service project requirements, during construction and operational phases," he said.

"This funding is a vital step in achieving a shared vision between industry, the Government and resource project proponents. The Government understands the concerns of the industry and will assist in managing change to maximise benefits.

"This strategy is in addition to our local content framework which has already resulted in more than $16.5billion of contracts going to local companies since July 2011.

"This translates into thousands of jobs for Western Australians, which is why we have the lowest unemployment rate of any Australian State."

Recognising excellence in WA industry

Commerce Minister Simon O'Brien has urged local companies to nominate for the 2012 WA Industry and Export Awards, which recognise the State's high achievers in business.

"Western Australia has an array of businesses which are achieving exceptional results at home and overseas. This success is directly impacting the local economy through the creation of employment opportunities and increased community prosperity," Mr O'Brien said.

"The WA Industry and Export Awards celebrate this success. They help us to acknowledge and thank companies for the role they play in the community and their contribution to our economy.

"In return, companies will gain exposure to new markets, publicity opportunities and further enhance their standing among their peers and the community.

"The State's economy is continuing to perform well and in some areas it is leading national trade statistics.

"In the past year, the value of WA's merchandise-based exports has grown six per cent and is forecast to increase by 10.75 per cent in 2012-13. This will be a major contributor to the State's ongoing economic performance.

"I encourage metropolitan and regional companies to enter. The awards could help to open doors to significant business opportunities and growth."

Milestone for building industry

The State Government today announced the launch of the State's first Alternative Dispute Resolution service for small business, designed to provide a low-cost, non-litigious means of resolving business disputes.

Small Business Minister Simon O'Brien said the service would be the responsibility of the newly appointed Small Business Commissioner, David Eaton, who is also head of the Small Business Development Corporation.

"The Government recognises that small business disputes can be time-consuming and expensive, and our aim is to provide a way of efficiently dealing with disputes, particularly those concerning retail shop leases, without the need for legal action," Mr O'Brien said.

"While the alternative dispute resolution service will be welcomed by the small business sector in general, we also expect it will provide an effective means of resolving disputes between landlords and tenants in retail shopping centres.

"This is a timely initiative as retailers across the metropolitan area transition into a more deregulated trading hour regime.

"Through this service the commissioner will be uniquely positioned to make an informed assessment of market behaviour in Western Australia which can then be brought to the Government's attention."

The Small Business Commissioner and the Alternative Dispute Resolution service were established through amendments to the Small Business Development Corporation Act 1983, and passed through State Parliament with bipartisan support in December 2011. The Amendment legislation was gazetted on Friday, March 23, 2012.

Consumer advocates honoured with awards

  • Financial support, food standards and child safety recognised
  • Awards honour efforts of those who promote consumer protection

A woman who established a financial support organisation; a major regional council; and a group campaigning for child safety are this year's recipients of the prestigious Consumer Protection Awards.

For the first time, a media category was included at the awards, which were presented by Commerce Minister Simon O'Brien during a ceremony at the University Club of Western Australia.

Ms Lyndsey Fitzgerald, who established the Jacaranda Community Centre in Belmont in 2000, was declared winner of the Rona Okely Award - named after the well known WA consumer protection pioneer. Ms Fitzgerald is the chief executive officer of the centre which offers financial counselling and welfare support services for people on low incomes. Jacaranda was initiated by Aboriginal people wanting a centre where they felt they could belong, without it being a solely indigenous organisation.

Winner of the Richard (Dick) Fletcher Award (named after the late former Consumer Affairs commissioner) was the City of Greater Geraldton. The council has introduced an innovative star rating system to ensure food produced and sold in their region is of the highest quality and standard for consumers.

The Kidsafe WA Award went to Parents for Window Blind Safety, an organisation which focuses on raising awareness and educating the community about the danger of curtain and blind cords to young children. The group was established after the tragic death of a child from a blind cord in 2006 and has contributed to mandatory safety standards being introduced.

The Media Award was won by ABC TV reporter, Jake Sturmer, for his two-part series on 7.30 WA investigating a property developer accused of misleading consumers and failing to honour obligations under contracts with property owners.

Mr O'Brien said the Western Australian Consumer Protection Awards, now in its eighth year, recognise the tireless work being done in the community by the many people who help consumers and promote awareness of consumer issues.

"The award winners and finalists are just a sample of the array of people in our community who work selflessly to protect, inform and assist consumers," he said.

"I hope this recognition is a reward for their magnificent achievements and efforts in this area and we thank them sincerely for their contribution to consumer protection in WA."
