As the new Member for Swan Hills Frank has a history of community service beginning in 2003 as a Councillor for the City of Swan and culminating a year later as the Representative for Local Government on the National Trust of WA.

Frank grew up in the south west town of Pemberton after immigrating to Western Australia from Northern Italy in 1956. Together with his family, he was an active member of the tight-knit country community.
